    You never have to give up your residency but a lot of times when your change of orders come through its just easier to switch to the new P.D.S., especially if you have a family or the tax code has benefits over your home state.

    In CompStat policing, leadership reassignment is a common occurrence. (I won't delve into the philosophical tenants and its execution, plus and minuses to everything.)

    You see it more in use in dense urban areas. I commented before its implementation requires a overhaul in the corporate culture. Don't know if BaCoPD is making the shift but this is a prime example of how it is done. (I invested in a company that provided one part of the package so I've seen how it operates.)

    The accountability it demands in the public sector is somewhat revolutionary in this day and age. Leaders are assigned and dismissed rather quickly to disrupt inertia.

    The real test now will be of the system and not the next commander. If the system is implemented correctly the crime rate shouldn't initially decrease but rather spike. This is the result of increased contact from officers which generate reports. Hot spotting.

    If on the other hand a new commander is named and his first quarterly records a significant decrease in reports you can reasonably suspect a culture encouraging officers to refrain from official filings. Ultimately a manipulated system will reveal itself. There are too many people and moving pieces involved.

    Our consultants biggest hurdle was to get leadership to trust their careers to the system. The computers are indifferent and they'll spot when you are messing with them.

    You are reaching a little far here...

    The Towson precinct was the outlier in the latest crime report. If it hadn't been for Trentzsch's numbers the overall rate would have declined significantly. Even the chief and the county exec. pointed that out in their press conference.

    Fail to see how his transfer could be perceived as anything but a demotion. If the Towson precinct top cop can't lower the numbers in the county seat and backyard of the PD headquarters why would you think he would be promoted?

    You are not detecting subtle racism. You are detecting genuine shock that he was held responsible for his performance. The where of the reassignment is incidental.

    Recently this county has seen failed investment decision making, h.r. actions that have brought federal scrutiny and financial settlements and outright lies from elected officials. In not a single one of those occasions has anyone been reprimanded.

    Frankly, the Baltimore County way would have been to make him chief.

    Just spitballing here. But considering someone in the county made the decision to force these illegal tests which has now resulted in multiple lawsuits, DOJ scrutiny and admonishment, losing verdicts, settlements and excessive court costs...

    Shouldn't that person be held responsible for doing craptacular job?

    I think the argument, and not to delve too deeply into statistical theory, is the overall rate is .7 of a 1% drop. By any crunching that is well within the margin of error and accurately should be reported as "no change."

    Everyone has their own narrative with numbers.

    The real story is they have one hot spot, Towson, that is the outlier skewing their numbers. I suspect that is the story what Kamenetz and Johnson wanted the press to focus on.

    If they can lower those rates the county overall drops a significant amount more.

    If they can't lower their jobs should be on the line.

    Leaders have to lead by example and thereby create the positive atmosphere that encourages others to give their best and build the best team possible. A team is only a team if team members act like a team. Otherwise it is just a bunch of individuals doing their own thing for themselves.

    More than ever, it is essential that leaders demonstrate, through their actions and behavior, inspirational ways that can easily and clearly show their passions, beliefs and desires in creating an authentic environment of collaboration. Through all of his or her actions, the true leader should always realize and keep in mind that the whole is always better than the sum of the parts. Because of this, it is essential that true leaders create an environment where people can, are willing to bind together in their interactions.

    If he had simply read his remarks and concluded in spite of the shouting he would be renowned for his tact and composure. (His presence was the protestors focal point so by removing himself ASAP he removes their trigger.)

    Obviously, he failed. Last election he admitted he has ego problems so it is no secret, they knew his Achilles heel and stung him.

    They apparently are sensitive to weather ( I know bad guys only work on nice days?)

    The program almost looked like an experiment. It didn't seem to have a budget and the hours were limited to daytime.

    No idea if BCPD does Citistat but I doubt it. That requires a command climate where you regularly replace poor performers and everyone is on a short lease. The county is a little more laid back than that, hence an increase of crime in a population center. (Most police, and County residents for that matter, have the opinion if you don't want crime move away from the city and the crowds. Now we are suffering politicians whose focus is to build a city no one wants. Clash of cultures really)

    This is a suburban police force whose traditional focus has been traffic enforcement. It's a major shift to dismount and maintain active commercial hub presence. I suppose if the chief got enough heat you'd see measurable results as everything is top down here.

    "Why should I move to Baltimore County as opposed to the city?"

    Well obviously the county is comprised of erudite, polished, professionals who recognize that it is only through demonstrative acts of advanced civilized behavior that we can inspire others to raise the level of the social norm. Why just look at this example of our County Executive.

    Oh.

    Oh my lord.

    He didn't just...

    Oh he did. No, he didn't just say their job is to listen...

    Why did he just call them children. No, no, no, this isn't how leaders show behave.

    Umm, move to the city, we are apparently swirling the drain. (Commences to drink heavily and wonder how embarrassed Gilman is right now.)

    The story is the man who voted for the law doesn't even seem to understand it.

    I used to support Marks. Then he decided my children weren't as worthy as his own and said you must accept a fire station in your backyard - the end.

    When we dared to fight back the argument was reduced to children were choices and we were mentally ill.

    Should karma exist his grown children will look back on articles like this and see their father for man he was. A liar and a coward.
