Owings Mills Man Charged in 1987 Sexual Assault
The victim, now 37, reported the alleged incident to police in Virginia.
An Owings Mills man has been charged with sexual battery in connection with an incident that occurred 25 years ago in Virginia, police said. Richard Manning Senior, 59, of the 9000 block of Forest Mill Court in Owings Mills, is charged with aggravated sexual battery, indecent liberties with a child and object sexual penetration. Prince William County Police investigators arrested him in connection to a sexual assault in the Woodbridge area 25 years ago, according to police spokesman Jonathan Perok. The victim, now 37, told Prince William County detectives that she was sexually abused by Senior—a known acquaintance—in the 3600 block of Freemont Place in 1987.
