Capt. James Monahan will take over as commander on April 22.
A pending retirement will bring the second interim police commander in a month to the Franklin Precinct. Capt. James Monahan will take over beginning April 22. Last month, Capt. Matthew McElwee was re-assigned to administrative functions in the department's operations bureau following an arrest for driving under the influence in Carroll County. Lt. Steve Doarnberger was named to replace McElwee but is expected to retire in about a month. Monahan is currently the commander of the department's intelligence unit. Previously, Monahan supervised the homicide unit. Lt. Sam Houston has been named to oversee the intelligence unit following Monahan re-assignment to the Franklin Precinct.

The homeowner found a rock near the door that may have been used to break the lock and open the door. Nothing appeared stolen. They took the employee to the back of the store, taped his hands and feet together, stole the goods and fled in an unknown vehicle in an unknown direction. Glen Falls Road. 6200 block. Capt. Matthew McElwee was reassigned to administrative duty.
(Updated 5:07 p.m.)—Franklin police precinct Capt. Matthew McElwee was transferred following Carroll County citations for driving under the influence, Baltimore County police announced Monday. McElwee was assigned to administrative functions in the department's operations bureau. According to the Carroll County Sheriff's Office, McElwee, a Hanover resident, was one of two arrests Saturday night during a sobriety checkpoint in the 2200 block of Hanover Pike in Hampstead. According to the sheriff's office, McElwee, 43, was arrested on suspicion of alcohol impairment and released with citations after he refused to submit to a blood alcohol concentration test. He declined to comment, and referred questions to the police's communications office…

James White has been missing since Feb. 26.
Baltimore County Police continued the search for a critical missing person in the Owings Mills area Thursday. Police detectives and other law enforcement agencies are searching for 64-year-old James White, who was reported missing from a group home on Lehigh Court on Feb. 26, according to a new release from the police department. Detectives canvassed the area and helicopters were used in the search, the second conducted by the department, but investigators were unable to locate White. On Tuesday, White's family came forward offering a $5,300 reward for information that leads to his safe return, according to WJZ.
