Pedestrians Often at Fault in Crashes, Baltimore County Officials Say

A new campaign aims to reverse the trend.

In response to what Baltimore County officials say is a recent increase in the number of serious crashes involving pedestrians, they are putting together a campaign to raise public awareness about the issue.

Annually, Baltimore County police and fire personnel handle 420 pedestrian-vehicle collisions, according to a statement from Baltimore County officials.

"...contrary to public perception, the pedestrian is at fault in about 80 percent of these incidents," the statement said.

Increasingly in Baltimore County, the crashes are deadly. Baltimore County led the region in pedestrian-involved fatalities, the Baltimore Metropolitan Council reported last year, with an average of 18 fatalities between 2007 and 2011.

There had been 17 fatal pedestrian-involved crashes by Aug. 20, 2013, according to Baltimore County police.

During a press conference Thursday in Randallstown, Baltimore County Executive Kevin Kamenetz, Police Chief Jim Johnson and Fire Chief John Hohman will discuss the issue of pedestrian crashes in the county, provide the latest data on crashes and announce a public awareness campaign around the problem.

Representatives from the police and fire departments, public works, the Baltimore Metropolitan Council and Maryland Highway Safety Office will be in attendance at the conference, which will take place at 11:30 a.m. at the Randallstown fire station.

"Natural selection" I'm always amazed at how many of my neighbors 'stroll' up and down my street here in Carney, sometimes 2 and 3 abreast.....meanwhile, the sidewalks are barren. It's especially bad at night when they are difficult to see. They're old enough to know better, but seem to lack any common sense, or knowledge that it's actually ILLEGAL and subject to a 'jay walking' fine. Recently, a woman stepped out in front of me from between two parked cars, and I almost took her out with my Chevy Avalanche. And I DO abide by the 25mph speed limit, mind you. She was busy adjusting her iPod earplugs. I stopped just in time, and she gave ME a dirty look while shaking her head. Brilliant. I feel sorry for the drivers that have to live with the fact that they hit and killed someone, even if that 'someone' wasn't smart enough to walk amongst moving automobiles safely.

Zoning? Hedges? Infrastructure? More like teaching these people class, consideration, and a healthy dose of humility. IT'S A ROAD, NOT A WEDDING PROCESSION!

Amen, where are the police to get the people out of the road? How about forcing pedestrians to use crosswalks! Pay attention to cross, don't cross signals. Police should start giving tickets for these violations and maybe they could correct the situation(like speed cameras) Come on Baltimore County do your jobs!!

You don't need crosswalks and sidewalks to use your COMMON SENSE.

If you don't cross at a crosswalk or at an intersection, if you are hit it's your fault (it doesn't matter how far away you are from a crosswalk or intersection) and unlike being in the car you don't have the benefit of seat belt, crumple zones, steel, or airbags. I have been hit as a pedestrian, by someone drunk and without a license and because it was not in a crosswalk, there is nothing I could do because of Maryland's liability laws. Now I can understand not having crosswalk and sidewalks in more rural areas such as north of Loch Raven reservoir but on narrow streets that carry 20,000 cars a day in Catonsville, Woodlawn, Arbutus, and Dundalk within 2 miles of the city line there is no excuse, these are urban areas that need urban pedestrian infrastructure.
