Illegal Taxi Carjacked at Mall

A customer of a ‘hack,’ an unlicensed taxi, held a driver up at gunpoint and stole his car at the Owings Mills Mall, police said.

A Baltimore man was carjacked at gunpoint after driving another man to the Owings Mills Mall in an unlicensed cab, police said.

“The victim was a hack…an illegal taxi,” said Lt. Stephen Doarnberger, assistant commander of the Baltimore County Police’s Franklin Precinct.

Around 6:10 p.m. on July 13, the victim drove the suspect to the Owings Mills Mall, at which point the suspect pulled out a handgun, pointed it at the victim and demanded he empty his pockets and exit the car, according to a police report.

The suspect fled in the 2001 Silver Chrysler Sebring with $100 in cash and a cell phone he took from the victim, according to police.

The suspect is described as a 25-year-old black male, 6 feet tall, between 145 and 165 pounds, with short black hair, a small star tattoo under his eye, a thin mustache and goatee.

Doarnberger said hacks operate more frequently in Baltimore City, but police do see them in the county. The car had not been recovered as of Monday morning, he said.

There are no real taxis in Baltimore County. Valley Cab serves the northwestern part but the drivers are not encouraged to hustle their own work. New York City taxis must find their own work. A NYC permit is valued at over one million. No long term hunting for a buyer. It can be sold instantly for one million. I own a car service vehicle and company. I just sent the Psc the only cost I have for a permit which is $91.76. Hacks should be allowed be they should be properly insured and equiped with theft fighting devices. Stuff like video recorders and someway that the driver would carry a hidden gizmo that would allow the car to run only if the driver were sitting behind the wheel. Just about evry Ford made in the last couple of years has had chip on the ignition key. The car will not start and run without it. Imagine if the radio circuit was made stronger so the driver could carry the chip under his clothes. Many cops have a hatred for cabs like you would not believe. II worked in Towson and had many cops think I was with Jimmy's which I was not and got treated like I was a chemically dependant member of the tribe. Many traffic laws are ignored in Towson but the men in blue always had time for me.
