Councilman Todd Huff's Voice Mail Audio: 'I Was Drinking'

Baltimore County police release voicemail Todd Huff left for county police Chief Jim Johnson on the night the councilman was arrested for drunken driving.

 

In the minutes after Baltimore County Council member Todd Huff was pulled over for driving without headlights, the first-term Republican apparently called Baltimore County Police Chief Jim Johnson multiple times and said in one of the calls he had been drinking before operating his county-owned Jeep.

"Apparently I was pulled over, I didn't have my headlights on and yes, I was drinking," Huff said in the voice mail left on Johnson's county cell phone that lasted less than 30 seconds.

The call was released by the the Baltimore County Police Department under a Maryland Public Information Act request filed Monday by Patch.

Huff was pulled over shortly before 3 a.m. on Feb. 23 after a police officer spotted the councilman's silver Jeep Grand Cherokee traveling on York Road near Washington Avenue. The county-owned vehicle did not have its headlights on and police reported seeing the driver run a red light.

Huff made three calls to the police chief, whom he refers to as "Jim," in a 17-minute period after the traffic stop. He only left one voice mail—during the first call made at 3:08 a.m., according to records released by the police department.

During the traffic stop, Huff appears to make appeals to the police officers not to file charges.

"Don't you know who I am?" he asks the police officer who stopped him, according to charging documents. "You stopped me on my own property."

Huff had pulled into the parking lot of Brooks-Huff Tire & Auto Center, a business owned by his family.

The councilman also asks officers repeatedly if they need to give him a field sobriety tests.

"You need to take me home and be done with this," police quote Huff in the charging documents.

The Lutherville Republican who was elected in 2010 later tells police that he is going to call Johnson. After being booked and issued citations, Huff was released into the custody of his wife, who was in the car at the time of the arrest.

Elise Armacost, a police spokeswoman, said Johnson did not answer the calls that night but saw that they registered on his phone a few hours later. She said Johnson called Huff around 7:30 a.m. Saturday.

Huff did not answer the phone and he and Johnson have not been in communication since the incident, Armacost said.

The two have not communicated through text message or email, according to the county's response to the Public Information Act request filed by Patch.

The councilman received no special treatment, according to Armacost.

"He was treated with the same level of professionalism as anyone else stopped for this type of incident," Armacost said, adding that Johnson praised the officers for their handling of the traffic stop.

Huff made his first public appearance today at a County Council work session. He left immediately after the meeting and did not speak to the news media.

In a written statement Monday, the councilman acknowledged the incident.

"In the early hours of this past Saturday morning, I made a very poor decision," Huff said in the statement. "I am prepared to face the consequences of that decision, and I realize that I have caused my family and friends great pain. That is something I deeply regret.

"I also regret that I let down my colleagues and the citizens of the 3rd District, and I recognize that I will have to work hard to regain their trust as well. I will strive to do just that."

He added that he was voluntarily turning in his county-owned car.

I don’t know that what he did or said to the Police on scene or in contacting the chief is all that over the top of a behavior or that it somehow implies a lesser legal infraction would have occurred if he was silent. He seems to have been in cooperation but in protest and trying to talk his way out of it. No smoking gun in my view. He knew he was in trouble and he was attempting to get out of it and that actually strikes me as very normal for a person under the influence and exercising exceedingly poor judgment. It is hard for me to hold that against him as a personal indictment unless his having done so would have gotten him out of it. Then I would see the smoking gun. Whatever should come of his arrest, from being asked to step down from office to what ever happens in the court system, if the infraction alone warrants that there be serious repercussions, I don’t see any value in trying to rationalize or in embarrassing another person. This approach rather then the stand alone issues at hand being enough said is exactly what is wrong in our system. The infraction itself should be enough, when it is not then it says a lot is wrong with a whole lot of things.

Oh please ! Mr Huff is being shamed into being accountable. In previous years (Mr Moxley immediately comes to mind) bad behavior has been swept under the rug with no real repercussions. Personally I would be insulted if I where Jim Johnson. Mr Huff has put Mr Johnson in a position of looking questionable. If Mr Huff knew JJ was a straight arrow WHY WOULD HE CONSIDER CALLING FOR HELP. Or can these guys use the 'I was drunk' category to explain the behavior.

Oh Please what? Read my post having to use shame or know somebody or having to vote for a platform to get something done is everything that is wrong wiith Ba,timore County Government and the thinking of its citizens. The sooner we realize that the sooner it will get better. Otherwise it is just opposite sides of the same coin and looking for shame when the offense should be shameful enough is the point. This is a mentality issue. Those in elected office are a mirror image of the voters mentality in Baltimore County.

Buck, it appears by your comment, that you have read nothing about this incident. You only mission is to always have a negative view on our County gov't officials. Please explain (after the reading the accounts of the evening which you obviously haven't done) where and when ANY special treatment was given to Councilman Huff or and I know this will be difficult but maybe you could use the internet and look up Councilman Moxley's incidents and show the "special treatment". Maybe it's time for you to proof your comments and determine if they make sense or not. In this case you're so off base it's not even funny.

Kelly Blue, You are either new to Baltimore County, you work within the clique, or you have never taken a look into a history of County leadership...Just listening to the casual sounding call that Huff made to Jim Johnson reveals some truth...you can live in denial or seek to protect bad behavior if you feel the need to, that's your business.
I care more about the fact that we have this kind of mentality still involved in leadership rolls throughout the County...the good ol boy network if you will.
When special treatment is handled properly the public rarely finds out about it...that's a problem that has real history .
Finally KB...I will decide what to post or not, what information to share, and weather or not there is a need to "look it up". You seem upset because I may have hit the nail on the head in this case, either way, you appear to be defending bad government behavior for some odd reason..

I'm glad that the officers did in fact handle the incident properly...they knew who, and what they were dealing with at the time....I'm really glad that in this day and age of quick communication the cover up is almost impossible to occur..one of the benefits of new technology. Thanks to Bryan Sears for his ability to get the facts out in almost real time....it stifles the the good ol boys when the public has the opportunity to seek the truth as well..

I'm not saying Moxely got special treatment, but his first he swide sipped the car of a guy changing a tire on the beltway and the 2nd involved 3 other cars and an injury resulted. No time, but an ignition lock and probation....I think he got off lucky at least

Huff made a call that had no chance of making any difference of the outcome. It was a stupid move made by a person in a drunken state.To call a police official whose job is to protect the public and indicate that this situation should be overlooked, had to show how drunk he was. Giving the car back would have happened anyway, because of the publicity.Whether or not he remains in his position is a question.that will be answered in the future.He will have his day in court and there will be no special treatment..

So, now we have Huff's voice mail to JJ. What's next? More photos of Huff from that night? Video of his sobriety test? Printouts of his blood test results? Interviews with all the local bartenders who ever served him? Secret video of him drinking a beer?

While there is no disputing the charges he faces, it is really starting to look like some excessive piling on here!

Wow!!! Calling Chief Jim Johnson, I wonder what he thought when he got that call in the middle of the night. This isn't the 40's or 50's where a politician would call the sheriff or chief when they got caught doing something wrong, and the sheriff or chief made it right. The public is well informed these days with the media, facebook, and the fair and balanced networks.
This guy is a pinhead calling the chief to say one of the Baltimore County Police Officer arrested him, this officer who is out working while other people are sleeping was doing her job, keeping the streets safe.
Chief Jim Johnson will say when asked about this NO COMMENT.

I thought perps were allowed ONE phone call, and that being from jail once they are booked? Nice that this guy is allowed to make multiple calls while LEO are running his tags, getting his record, writing up citations........

Thanks Buck. By making that comment it [sic] (what is a steve) is committing libel. I did stand up to the powers that be. The rules were changed over the closing of night clubs without the permission of the FD.

I just keep track of the libel and the time is approaching when again justice will prevail.

We are dealing with a very sick person.

The use of a county vehicle at 3 a.m.? Having a county vehicle is not a perk of the job, it is to be used for "official county business". He did not voluntarily give the vehicle up, county policy specifically states that driving the vehicle while under the influence is immediate forfeiture of the vehicle! If this is his third fourth or even fifth offense than jail time should be mandatory!. He has been given breaks before, let's see what the judge says now!

As stated by Huff in a previous article: "As a first step toward accepting the consequences of my behavior, I am voluntarily relinquishing my county vehicle.

As I previously stated, this is not voluntarily, it is required by the County when such action occurs. He is trying to make himself feel good for giving up the vehicle! PUH- LEEZE! He deserves jail time!

How many people are given jail time for first offenses? I don't know the answer but doubt it's many if any. Then special treatment would be to do the opposite, treat him differently and give him jail time. Understand I'm not advocating for lenient sentences. In fact I think every DUI should carry a minimum jail sentence even it's for a weekend.But that's not the law and he shouldn't be treated differently because he's an elected official. He's a citizen like everyone else under the law. It doesn't state that, "you're an elected official and because of that we're going to throw the book at you". That's not equal treatment that everyone is entitled too. His other issue as everyone knows is 2 years from now when the voters in the third district decide whether they think he's represented them well. He's not the first. I haven't seen Don Dwyer resign his position and he's lucky he didn't kill a family.

DUI's are overhyped events as they are occurring, you're drunk after all. Not surprised he went all Hollywood.

Word of advice if it happens to you. Calm Down. It is not the end of the world. You are booked and released fairly routinely. Most LEOs find them a nuisance. And unless you have compounding factors like going airborn into a zoo and wiping out a pair of endangered koala bears, you'll probably get PBJ and fined and maybe some counseling.

Maybe this would be a good time to examine the culture, I don't use alcohol, but in that bar he was in that night he wasn't alone I am sure there were many other people who also drove home over the limit. They didn't get caught. Look at Super Bowl Sunday where many people go to bars to enjoy the game and drink for the entire evening they go home over the limit. It's only luck that the majority of them don't get pulled over. Bars have Happy hour and goldfish bowl beers vehicles to allow their patrons to over indulge its just our culture, Mr. Huff is a guy with an abuse issue who needs to address the deeper issue he doesn't know how to stop. BC should discontinue the free cars for all the folks who get them, it would save us a lot of money, the people who really need compensation for personal car use could turn in an expense report for miles driven on a monthly basis and receive the federal prevailing rate around $ 0.54 cents per mile. That alone could save our county a to of money. Mr. Huff surely shouldn't be using his county car to be sitting in a bar at 3:00am.

Voters and bloggers not being objective and reasonable in an effort to advance sensible government and leadership can also tell us much. If you read many of the blog post you will see that some when confronted with an issue have actually mimicked Huff’s behavior. Alcohol, anonymity or any other induced loss of inhibition type bravery, merely releases the beast. Basically in voting for these guys people have rationalized there decisions as a plight and the same as Huff used poor judgment. Government in general and Huff in particular is a mirror of that mentality or he could not have been elected. For many folks integrity is something we demand of others after we compromised ourselves by voting for them. With such nebulous ideas in what decision taking is, there is no smoking gun here. The big question for each individual is when something happens to you what are you going to do about it. I am constantly having to show people in government how to do the job and that is all do to failed leadership. But again how did Huff get that job???
